Healthcare assistance and welfare

A further humanitarian task of the GRC Tracing Service is to provide welfare and healthcare assistance. Many Germans, especially older people, in Central, Eastern and South-eastern Europe and in the Asian successor states of the USSR, receive insufficient income or just a small pension. If these people become ill, they can barely pay the costs of the required medical treatment or of medication. The GRC Tracing Service therefore supports persons who are sick and in need of help with individual welfare and healthcare assistance.

This support is funded through state subsidies. In addition to this, the GRC uses it own funds to provide individual assistance to non-Germans.

Supply of orthopaedic aids and medications

A requirement for the checking and processing of each application for healthcare assistance is the submission of a current medical diagnosis from the doctor providing the treatment in the home country, indicating the help required (treatment, orthopaedic aids, medications). The decision whether an application is approved is based on the need of the applicant as well as the medical necessity of the measure.

Special conditions apply to applications for orthopaedic help and medication from the Russian Federation, Kazakhstan, Kyrgyzstan, Uzbekistan and the Ukraine.


This includes:

  • surgery,
  • outpatient/ inpatient examinations treatment (including rehabilitation measures where appropriate) and
  • under certain circumstances inpatient spa care.

Health measures are always carried out in the patient’s home country.

Only in very special exceptions can the treatment be approved and financed in Germany as well, for instance if no cure or improvement in the patient’s condition can be expected in the home country. The reasons for this may be lack of medical care in the country concerned or the sick person’s individual plight.

Applications have to be sent to the Location Hamburg.

Supply of orthopaedic aids and medication

Since 2013, orthopaedic aids and medications have been provided for Germans in the Russian Federation, Kazakhstan, Kyrgyzstan, Uzbekistan and the Ukraine primarily using the structures of the self-organisation the German minorities in the aforementioned republic set up. Only in those cases where local help is not possible can medication and orthopaedic aids be sent as in the past from the Hamburg office of the GRC Tracing Service.

Applications for medical help and/or medications can only be submitted in the person in need’s country of residence to the self-organisation responsible.

Applicants from Germany must therefore apply directly to the Hamburg office of the GRC Tracing Service in order to obtain further information on this procedure (application and provision of the help in the GUS, contact details of the local self-organisation responsible).

For the other republics of the GUS (Moldavia, Belarus, Georgia, Tadzhikistan, Turkmenistan, Armenia and Azerbaijan) and for the countries in Central, Eastern and South-eastern Europe, the procedure remains as before. Applications with a medical diagnosis and a current prescription/indication of the aid required can still be sent from the country of residence directly to the Hamburg office of the GRC Tracing Service or transferred via relatives/acquaintances in Germany.

A requirement is that the person in need of help, due to the lack of provision when it comes to healthcare or material needs, is not in a position to obtain the most essential medicines or medical aids. Proof of this must be submitted.

Help with welfare

Germans in need living in Poland have the option of obtaining services pursuant to the German Social Services Act (§ 133 SGB XII) and can be accepted into the assistance programme SGB XII (formerly: BSHG) with the GRC Tracing Service.

Requirement: only those individuals or households whose incomes fall below the statutory minimum living wage can be considered. The amount of assistance depends on by how much the income falls below the minimum level. In the event of particular difficulties, extra awards can be granted over and above this. The welfare payments are made by means of money transfer.
