Bagram / Guantánamo

Thanks to a humanitarian programme that was initiated by the ICRC, the GRC Tracing Service in close cooperation with the ICRC, enables regular phone calls between prisoners in the US detention camp of Guantánamo on Cuba, and Bagram military prison in Afghanistan, and their families in Germany. Since April 2002 delegates of the ICRC have been visiting these detention centres and helping prisoners to maintain contact with their families.

Skype in military camp in Bagram (ICRC).In 2013 alone, 35,300 Red Cross Messages between interned prisoners and their family members were exchanged worldwide.

Since the end of 2010, there has even been the possibility of conducting three-way videophone calls (Skype) between prisoners in Guantánamo as well as Bagram and their families in Germany and other countries. While these video-calls can of course not replace a personal visit, they do however represent a new way of communication between prisoners and their families.

This assistance to affected families is only possible because the Red Cross observes internationally recognised human rights laws in armed conflicts. Strictly committed to neutrality, this special status under the Geneva Conventions allows the Red Cross access to prisoners of war and internees – even in very serious conflicts.
